NMC Advises on All Matters Related to Objectives of National Policy for Measurement System Activities


The establishment of the National Measurement Council (NMC) and its functions are set out in Part IV of the National Measurement System Act 2007 (Act 675). The main function of NMC is as an advisor on all matters related to the objectives of national policy for the measurement system activities. 


NMC is also responsible for submitting proposals to increase international confidence in measurement activities in Malaysia; support Malaysia's international obligations on measurement; facilitate Government policy in national and international trade, serve the public interest in health, safety and the environment; enabling scientific research and development to be implemented as well as facilitating the development of the Malaysian economy.


The first meeting of NMC with the new members' line-up was held on 2 July 2020 in NMIM Sepang. Y. Bhg. Tan Sri Dr Ir. Ahmad Tajuddin Ali, FASc, P. Eng; as the new NMC Chairman congratulated all the nine (9) members on their appointment by the Minister of International Trade & Industry and thanked them for accepting the appointment. Y. Bhg. Tan Sri, in his Opening Remarks, had also highlighted to all members the importance of NMC's function to the country as stated in Clause 13 of National Measurement System Act 2007 (Act 675). NMC was gazetted as an Agency under MITI through the establishment of Minister Function Order (No. 3) Order 2020 dated 9 July 2020.




National Metrology Institute of Malaysia (NMIM), which was gazetted as the National Measurement Standards Laboratory (NMSL) through P.B.U 477; is the Secretariat of NMC.


NMIM has been mandated as the implementer of the National Measurement System Act 2007 (Act 675) and as the Custodian of the Weights and Measures Act 1972 (Act 71). 


The functions NMIM as the National Measurement Standards Laboratory as stated in Act 675 are: 


  • to realise, establish and maintain or cause to be maintained, the National Measurement Standards for the purposes of section 6; 
  • to disseminate units of measurement that are traceable to the National Measurement Standards; 
  • to maintain or cause to be maintained the coordinated universal time; 
  • to cany out research and to develop measurement technology and measurement standards; 
  • to approve the patterns of measuring instruments; 
  • to co-ordinate and promote the national measurement system; 
  • to assist the Council on matters relating to measurement technology and measurement standards; 
  • to publish and disseminate technical information relating to measurement technology and measurement standards; and 
  • to perform any other functions as the Minister may require and consider necessary.


Under the Act 71, NMIM is responsible for conducting pattern approval of new instruments for trade purposes to support the enforcement of measuring instruments used in trade. The pattern in relation to measuring instrument includes the design of the measuring instrument.


NMIM achievement in 2019 include:

  • Submitted 6 new Calibration and Measurement Capabilities (CMCs) in the Temperature and Humidity scopes to be approved and added to the existing 118 approved CMCs that are publicly available from the CIPM MRA database on the International Bureau of Weights and Measures (BIPM) website, based in Paris. 

Note:

The CIPM Mutual Recognition Arrangement (CIPM MRA) is the framework through which National Metrology Institutes demonstrate the international equivalence of their measurement standards and the calibration and measurement certificates they issue. CIPM MRA provides the technical basis for wider agreements negotiated for international trade, commerce, and regulatory affairs. The outcomes of the Arrangement are the internationally recognised (peer-reviewed and approved) Calibration and Measurement Capabilities (CMCs) of the participating institutes. As of now, the total CMCs for Malaysia has increased to 119.


  • Approved 46 patterns of measuring instrument used for trade and legal e.g. water meters, electricity meters, fuel dispenser and weighing balances. 

    Note:

Pattern approval is the process by which the NMI examines the pattern (design) of an instrument to ensure that it is fit for use for trade or other legal purposes, in such a way that it is expected to provide reliable measurement results within the maximum permissible error (MPE) over a range of operating conditions.


  • Offered 9 new services: 3 pattern approval, 4 calibration, 1 validation and 1 training 


    1. Competency training for measurement of gold purity 
    2. Validation of belt weigher (on-site verification) 
    3. Capability in calibration of digital engine tachometer 
    4. Calibration of temperature sensor down to -200 °C 
    5. Calibration of dial indicator system 
    6. Calibration of Gold Bar 
    7. Pattern Approval of Portable wheel load weigher 
    8. Pattern Approval for electronic Balances < 6000 kg 
    9. Pattern Approval for Spring Scales < 200 kg


  • Organised 16 proficiency testing and 52 measurement audit programs and assisted more than 80 accredited calibration laboratories under Standards Malaysia’s Skim Akreditasi Malaysia (SAMM) to improve their measurement and calibration techniques in order to build and maintain mutual confidence in their technical competence in the related field in ensuring good quality services for their customers throughout the country.

  • Calibrated more than 4500 measuring instrument used by Government departments/agencies, legal metrology authorities, higher learning institutes, local and accredited calibration laboratories, private companies, and industries including manufacturing, medical, E & E, oil and gas as well as engineering.

  • Trained more than 340 personnel involved in the measurement and calibration activities at their workplace by providing them with the theoretical and hands-on technical training sessions at NMIM, Sepang or in-house
